Indiana Hemp Update on SB250
The conversation around hemp in Indiana moved into a new phase this week as Senate Bill 250, authored by Sen. Aaron Freeman was heard in committee at the Indiana State House on February 11th.
The Health Club along with industry leaders from across the state including Generation NA, Mellow Mood Hemp, Floral, 3Chi, Dodi testified about what this bill would mean not only for businesses operating legally under the current framework but also for the thousands of customers who rely on these products.
The Health Club owners spoke about what is at stake:
“This bill is taking a safe, legal choice away from people if it is banned....Take THC out of the shadows and bring it into the light through regulation.”
Employee at The Health Club's Taproom in Broad Ripple, Regan Wakeman testified, sharing what she sees firsthand:
“Every day, I hear stories from Hoosiers whose lives are meaningfully improved by these products. I meet cancer patients seeking pain relief, parents who haven’t slept in years, people in alcohol recovery looking for a safer way to unwind, and hardworking adults who simply want to relax without the toll of alcohol. We support thoughtful regulation, including safety standards, age restrictions, testing, and labeling, which we have been in compliance with for the 2 years that we’ve been open. But SB 250 goes beyond regulation and instead risks eliminating access, pushing vulnerable people toward more harmful substances or criminalization for seeking plant-based relief. As a member of Gen Z, I can also say that declining alcohol use isn’t caused by hemp, it’s driven by awareness of alcohol’s long-term harm. I have seen lives damaged by alcohol, and I have not seen the same pattern from responsibly used hemp.”
Rob Theodorow, owner of Generation NA, emphasized that the industry is not opposing oversight:
“We want responsible regulation - we’ve asked for that from the beginning. We’re following the four pillars: uniform packaging, labeling and testing requirements, and 21+.”
Parties in support of SB 250 also spoke including a representative from Attorney General Todd Rokita's office Erin Tuttle who stated:
What SB250 Would Do
As written, SB 250 would limit THC to 0.4 milligrams per package- not per serving. That threshold would eliminate almost all hemp products currently sold in Indiana.
Rep. Stephen Bartels, filed an amendment (HB 1130) that would aim to regulate hemp similar to liquor industry including regulated business and manufacturing licenses and strict age and packaging restrictions.
A vote is expected next week and if passed would most likely go into effect November 2026.
